One question I have is does this course teach PHP and CSS? I’m told I need to learn these.

WordPress Crash Course does not cover PHP or CSS. This course is designed to get the beginner up and running on WordPress with as little pain as possible. What you learn in this course will keep you going for a long time without ever needing to touch “code”.
